I thought about this more. Since the point of the 1:18 ratio is to make a weak borax solution, you get a lot more solution than you need for the recipe. So you don't need to keep increasing the amount of the borax solution each time you increase the other ingredients.
So a better way to think of the ratios is:
Borax solution: 1:18 (borax to water)
Silly Putty: 3:3:2 (glue, water, borax SOLUTION)
